。） -- Description In 1933\, the United States government created a fed
eral agency to oversee resource conservation\, rural development\, and agr
icultural improvement in the Tennessee River watershed\, naming it the Ten
nessee Valley Authority (TVA). The watershed covers a vast area of the sou
theastern United States and includes parts of seven states. The scale of t
he TVA was unprecedented in American regional planning: it was the first t
ime the federal government—rather than the states or the free market—t
ook responsibility for human welfare in a single geographic region defined
by its natural resources. By 1953\, the TVA had achieved its goals by cre
ating what we call a “mechanized landscape”—a seamless integration o
f engineering and environment. This transformation was carried out through
three large-scale projects\, or “machines.” The river machine focused
on flood prevention and navigation\; the land machine addressed forestry
and soil conservation\, and the power machine produced electricity for rur
al residents. This exhibit explores each facet of the Tennessee Valley’s
“mechanized landscape” in two parallel investigations: mapping and ph
otography. The maps present the elements of each machine\, showing how the
y were integrated into the region\, and highlight the spatial and temporal
logic of each machine. The photographs were captured through physical imm
ersion in the “mechanized landscape” and careful attention to specific
places. They situate the visitor within a scene\, highlighting the physic
al and spatial manifestations of the TVA project as it is experienced toda
 y. While the TVA is regionally specific\, it has been a model for regional
planning around the globe. Revisiting the TVA allows us to raise question
s about the importance of regions\, the complexity of the countryside\, an
d how to take a holistic approach to the problems of rural societies. Seei
ng Japan through the TVA Though rooted in one region\, the TVA became a mo
del for regional planning worldwide—Japan included. From the Occupation
era onward\, the TVA approach was studied as a template for Japan's "compr
ehensive river development\," informing the National Land Comprehensive De
velopment Act (1950) and projects such as the Tadami\, Kitakami\, and Aich
i Canal developments. Much of the logic of dams for flood control and powe
r\, and of rural electrification and modernization\, traces back to this p
rototype. The exhibition's central question—who shapes the land\, and by
what logic?—is far from remote for a Japanese audience. In Japan\, priv
ate railway companies as well as the state have designed entire ways of li
fe along their lines\, integrating housing\, commerce\, and culture. Read
against Japan's own national development and private-railway management\,
the state-led TVA reveals infrastructure not as mere technology but as a m
eans of organizing society while securing public consent—a form of state
craft. Shibaura itself\, a landscape shaped by land reclamation and railwa
ys\, offers a chance to reconsider the ground beneath our feet. テネシ
